Revenue from private shielding is collected outside the treasury, in a revenue wallet; the team's documented policy is to move it to the DAO in monthly transfers, a policy that does not need a proposal to change. Revenue that reaches the treasury adds to what holders own collectively; paying it out through distributions or buybacks needs a passed proposal.
